Why take an international mobility program in Quebec?

The Quebec labor market stands out for its economic dynamism, which is unique in North America. Companies benefit from a simplified administrative procedure for recruiting temporary foreign workers, with no labor market impact assessment.

The French-speaking province is particularly attractive to skilled professionals thanks to its innovative sectors such as artificial intelligence, aerospace and green technologies. A major advantage for international careers.

The program also facilitates cultural integration with personalized support: free French lessons, housing assistance and help with administrative formalities. For example, a French engineer can quickly have his qualifications recognized and start working in his field.

Do I need an international mobility permit?

Canadian regulations require a specific work permit to work in the country. The International Mobility Program (PMI) offers two main options: the open permit, which authorizes work with any employer, and the closed permit, which is tied to a specific company.

French-speaking applicants benefit from an accelerated procedure with the Mobilité Francophone program, enabling them to obtain their permit in around 10 weeks. Fees are CAD $230 for the employer and CAD $155 for the worker.

A major advantage of the PMI is that no Labor Market Impact Assessment (LMA) is required, considerably shortening the time needed to obtain the permit. The length of validity of the permit varies according to the temporary foreign worker’s employment contract, up to 3 years.

What services or programs are available to help French-speaking international mobility in Quebec?

The Ministère de l’Enseignement Supérieur offers the Programme de mobilité internationale et de courts séjours (PMICSE), providing $1,250 per month to students for academic stays outside Quebec. This grant covers up to 8 months of study or internship outside Canada.

Quebec universities offer specific Frontenac scholarships for France-Quebec mobility, particularly suited to doctoral students carrying out part of their research in France. The amount varies according to the length of stay and the research project.

The Offices jeunesse internationaux du Québec (LOJIQ) provide 18-35 year-olds with personalized financial support for their international experience projects. For example, an aerospace engineering student can receive a grant for a practical internship in the United States.
